The Libra Ingress chart provides a descriptive forecast for the three months beginning Sept 22. For the New Orleans metropolitan area, there is an intensified focus on financial stability and municipal leadership. Key themes include ongoing economic pressures, heightened public scrutiny of city officials, and potential disruptions in public services. The mayoral election cycle adds another layer of political transformation during this pivotal period.

Despite the challenges, the chart is marked by a Grand Trine in Air, joining Pluto and Uranus to the Sun. Ideas and messages can spread rapidly, resulting in genuine progress. It is a time to raise your voice and cast your vote.

Financial Pressures Continue

The economic concerns noted in the Aries Ingress (Mar 20, 2025) persist and deepen this quarter. Underground or irregular financial activities may come to light, creating negative impacts on the city's resources. Debt expansion appears likely, though external support or benefactors could provide some relief.

Banking and financial institutions face particular scrutiny, and market volatility could trigger conflicts or public demonstrations. The city's credit rating and fiscal reputation remain under pressure.

In the Libra Ingress chart, the city’s 2nd House of finances is ruled by Saturn in poor condition and contains Pluto. Jupiter's exaltation in Cancer in the 8th House suggests either beneficial external support or expansion of debt obligations. The Mars-Pluto square, from the 10th to the 2nd Houses, points to potential conflict or explosive situations that involve financial matters or other municipal resources.

Leadership Under Fire

Public dissatisfaction with current leadership intensifies during this period. Media coverage turns increasingly critical, with communications and transportation issues drawing particular attention from residents and press alike.

The dynamics between the mayor and city council shift significantly, with council members gaining stronger influence relative to executive authority. This rebalancing of municipal power reflects broader changes in how the city governs itself.

The Saturn-Neptune conjunction in the 3rd House of communications and public opinion, combined with the combust Mercury ruling the 9th House, suggests negative press and public criticism of leadership. The 11th House of the city council is ruled by strong Mars in Scorpio. At the same time, the Sun, representing executive authority, faces opposition from Saturn and Neptune, indicating the council's increased power relative to mayoral influence.

Service Disruptions and Worker Actions

Public health services, civil servants, and service workers face pressure that could manifest as strikes, policy shifts, or system breakdowns. The Sewerage and Water Board may become a particular flashpoint for conflicts over resources and service delivery.

Transportation and communication networks experience stress, which can impact daily operations and public confidence in city services.

Uranus at the 6th house cusp (public health, civil servants, workers) and trine to Mercury suggests sudden breakthroughs or disruptions in these areas. The 6th House ruler, Mercury, is conjunct with the New Moon in the 10th house, bringing health and labor issues to the public’s attention.

Mayoral Election

The primary election for mayor will begin at 7:00 a.m. on October 11, 2025. Current polling from WWL shows City Council President Helena Moreno leading with 47% support, followed by State Senator Royce Duplessis at 18% and Councilmember Oliver Thomas at 16%. The birth dates and locations for these three leading candidates were easily found online, but all are missing the exact time of birth.

City Council President Helena Moreno

Helena Moreno was born on Sept 30, 1977, in Veracruz, Mexico. Although her birth time is unknown, some transits and cycles suggest potential for recognition and identity shifts. Her positioning aligns well with the public's desire for balanced, relationship-focused leadership, represented by the Moon in Libra and its ruler, Venus in Virgo. Moreno’s natal Venus is also in Virgo.

Moreno's natal Sun (8 Libra) is conjunct the New Orleans Libra Ingress chart’s Midheaven (8 Libra) and Mercury (11 Libra), indicating public visibility. She recently experienced a Jupiter return and will be in a 1st House annual profection year at the time of the election, both of which are favorable for new ventures.

City Councilmember Oliver Thomas

Oliver Thomas was born on February 10, 1957, the exact time unknown. At 68, his generational cohort faces challenging planetary influences that historically correspond with obstacles and resistance, though these same forces can sometimes indicate breakthrough moments. Saturn (29 Pisces) and Neptune (1 Aries) in the Libra Ingress chart oppose his natal Jupiter (1 Libra). He is working through transits of Pluto square Neptune, Pluto opposite Uranus, and Uranus square Pluto.

Thomas’ chart also resonates with the New Orleans Libra Ingress. The Ingress chart’s Mars (1 Scorpio) is conjunct his Neptune, and the Sun (0 Libra) is conjunct his Jupiter.

State Senator Royce Duplessis

Royce Duplessis was born on September 14, 1982; the exact time of birth is unknown. At 43, he is in the throes of intense midlife planetary cycles typical of people in their early 40s, periods that often coincide with significant career shifts, whether advancement or setbacks.

His political success began in 2018, with Pluto square Pluto as he was elected to the Louisiana House of Representatives. He is currently undergoing Neptune square Neptune and Uranus opposite Uranus transits. At election time, he will be in an 8th House annual profection year, which often correlates with intense emotions, financial burdens, and endings.

If no candidate secures a majority in the primary, a runoff election will occur on November 15, 2025. Keep in mind that the analysis of candidate charts is simplistic without exact birth times, and comparing natal charts and timing cycles is not a reliable method of forecasting election results. Nonetheless, current polling data and my superficial analysis suggest a Moreno victory.

Focus on City Sectors

Entertainment and Tourism: The city's recreational and cultural economy operates under practical constraints, with resources directed toward essential functions rather than expansion or celebration. Tourism remains sluggish. Venus in Virgo, ruling the 5th House of entertainment, emphasizes careful, service-oriented approaches over celebration. Hopes are modest for the Saints’ season.

Institutional Drains: Trade relationships, educational institutions, and judicial systems face reductions or drains on resources, which can affect the city's broader economic connections. The 9th House, containing Venus, the South Node, and the Sun in Libra, indicates matters related to international exchange, law, and education are under the influence of a Solar eclipse, which can bring crisis or outages.

Public Safety and Social Services: Hospitals, detention facilities, and programs serving vulnerable populations may see increased demand or expanded operations. Jupiter rules the 12th House of institutions and isolation from the cusp of the unfortunate 8th House. While Jupiter has strength in Cancer, it can reflect growth and expansion even in undesirable directions.

Civic or Labor Unrest: With Uranus in the 6th House and a Mars-Pluto square in a tight orb, there is potential for disruptions in daily routines. Military occupations, takeovers, accidents, or attacks are possible. Cyberattacks that disrupt systems are one distinct possibility based on the planetary patterns.

What This Means for Residents

Attention to practical matters takes precedence over recreational concerns. The city's focus turns toward service delivery, financial stability, and effective governance rather than growth initiatives. Public engagement in municipal affairs increases, with residents paying closer attention to city council proceedings and mayoral candidates' positions on core service issues.

The community seeks measured and diplomatic approaches, with a commitment to realistic long-term solutions rather than temporary fixes. The Moon in Libra in the 10th House represents public attention focused on leadership and balance-seeking.

The New Moon conjunct Mercury near Midheaven shows that the public is interested in governing affairs, although a combust Mercury may indicate that negotiations and compromises are hidden from view. Venus ruling the Libra planets from Virgo suggests practical, service-oriented solutions over grand gestures, the role of a public servant.

The planetary patterns suggest this quarter serves as a crucial transition period for New Orleans' municipal structure and financial foundation. Decisions made during these months, particularly around the mayoral election, establish the framework for governance and resource management extending well into 2026.
